Description

The Telangana government has rolled out the Bhu Bharati (Record of Rights) Act, 2025 as a corrective step to longstanding land-related concerns. This move comes in response to the widespread challenges caused by the earlier Dharani portal, which, despite being designed to streamline land transactions, resulted in numerous complications and public grievances. The new legislation seeks to provide a more structured and transparent redressal mechanism.

Land Disputes And Dharani Portal

Launched in 2020, the Dharani portal aimed to centralize land records and simplify land dealings. However, many landowners reported inaccuracies in records, including the misclassification of land types and missing survey details. Additionally, the portal's centralized grievance system proved to be inadequate, limiting access to justice and increasing legal conflicts.

Goals Of Bhu Bharati Act

The Bhu Bharati Act is designed to address and correct the failures of the previous system. Its key objective is to decentralize grievance resolution, thereby enhancing accessibility. The new law is built on a consultative model, incorporating inputs from stakeholders like farmers to ensure more effective and inclusive reforms.

Main Features Of Act

  • Error Correction: Landowners can now rectify inaccuracies in land records.

  • Survey Requirement: Mandatory land surveys and mapping will precede any registration or mutation, minimizing future legal issues.

  • Sada Bainama Regularisation: The Act enables recognition of undocumented land transactions (sada bainamas) based on on-ground facts.

  • Inheritance Updates: Mutations for hereditary land transfers will now be carried out promptly.

Two-Tier Grievance System

The Act introduces a structured two-level grievance redressal framework:

  • Primary Resolution: Complaints can be filed with the Revenue Divisional Officer (RDO) within one year of the Act coming into effect.

  • Appeals: If not resolved, cases can be escalated to the District Collector for further review.

This system provides a quicker and more approachable alternative to lengthy civil court procedures.

No Fees For Farmers

In a major relief to farmers, the government has eliminated all fees for filing and pursuing land-related grievances. Under the previous system, financial costs often deterred farmers from seeking justice. The Bhu Bharati Act now ensures cost-free access to redressal, promoting fairness and equity.

Implementation Strategy And Expansion

To ensure a smooth rollout, the Bhu Bharati portal was first introduced in four mandals as a pilot project. The state plans to extend its coverage across all regions by Telangana Formation Day on June 2. The broader aim is to streamline land dealings and reduce transaction-related disputes.

Supporting Rules And Framework

In addition to the Act, the Telangana government has published specific rules to guide its execution. These rules provide clarity on maintaining land records, resolving conflicts, and facilitating smooth transactions. With this initiative, the government aims to build a more transparent and efficient land governance system.
