In a progressive move to encourage sustainable industrial practices, the Central Pollution Control Board (CPCB) has launched a revised classification system for industries. A notable addition is the "Blue Category", designed specifically for those engaged in essential environmental services (EES). Introduction Of Blue Category
The Blue Category includes industries actively working in environmental protection and waste management. These sectors, previously under more stringent classifications, are now recognized for their positive environmental impact. Included industries are:
Waste-to-energy plants
Biomining projects
Compressed Biogas (CBG) plants using municipal solid waste, energy crops, agro-residues
Landfill management and similar environmental utilities
Operational Incentives For Blue Category Industries
To reward their role in promoting environmental sustainability, industries in this category will receive extended consent-to-operate validity up to seven years, two years longer than other categories. This aims to reduce administrative burdens and recognize their contribution to pollution control.
Pollution Index (PI) Framework
CPCB continues to use the Pollution Index (PI) to classify industries based on pollution levels:
Red: PI > 80 (High pollution potential)
Orange: 55 < PI < 80 (Moderate pollution)
Green: PI > 25 (Low pollution)
Blue: Reserved for industries providing critical environmental services
While some facilities like waste-to-energy plants have high PI scores (e.g., 97.6), they are reclassified under Blue due to the essential services they provide.
Compressed Biogas (CBG) Plants based on municipal waste and agricultural residue are included in the Blue Category. However, those using industrial or process waste remain in the Red Category due to higher pollution risk.

Environmental Compliance Verification
Industries that adopt verified environmental management strategies may be eligible for further regulatory incentives, such as longer permit validity.
Reforms In Environmental Clearance
A major procedural reform eliminates the dual approval system. Industries with a valid Environmental Clearance (EC) no longer need to apply separately for Consent to Establish (CTE), simplifying the setup process.
Additionally, industries under the White Category considered to have negligible environmental impact remain exempt from both CTE and Consent to Operate (CTO).
