STELLAR stands for State-of-the-art, Totally indigenously developed Resource adequacy model. It is a comprehensive tool designed to help state governments and power distribution companies (discoms) prepare resource adequacy plans that meet the standards laid out in the Ministry of Power’s guidelines from June 2023.
The model plays a crucial role in ensuring resource sufficiency across India’s diverse power grid by enabling precise and optimized planning for upcoming demand growth. It supports stakeholders in determining how much generation capacity, transmission infrastructure, and storage capability is required—while incorporating demand-side management through demand response strategies.

Integrated Expansion Planning - STELLAR allows users to conduct simultaneous planning for generation, transmission, and storage assets. Unlike traditional models that focus on each component separately, STELLAR bridges them together, enabling a holistic view of the entire electricity supply chain.

Collaborative Development - The tool has been built in collaboration with The Lantau Group (TLG) and the Asian Development Bank (ADB), under a technical assistance initiative.
