On April 11, 2025, the Central Electricity Authority (CEA) officially introduced the STELLAR Model, a cutting-edge software tool developed entirely within India to support integrated expansion planning for power generation, transmission, energy storage, and demand response. This model represents a major step toward building a resilient, efficient, and reliable power system aligned with the evolving energy landscape of India.
About STELLAR Model
STELLAR stands for State-of-the-art, Totally indigenously developed Resource adequacy model. It is a comprehensive tool designed to help state governments and power distribution companies (discoms) prepare resource adequacy plans that meet the standards laid out in the Ministry of Power’s guidelines from June 2023.
The model plays a crucial role in ensuring resource sufficiency across India’s diverse power grid by enabling precise and optimized planning for upcoming demand growth. It supports stakeholders in determining how much generation capacity, transmission infrastructure, and storage capability is required—while incorporating demand-side management through demand response strategies.
Key Features Of STELLAR Model
Integrated Expansion Planning - STELLAR allows users to conduct simultaneous planning for generation, transmission, and storage assets. Unlike traditional models that focus on each component separately, STELLAR bridges them together, enabling a holistic view of the entire electricity supply chain.
Demand Response Integration - The model recognizes the increasing importance of demand response (DR)—programs that shift or reduce electricity usage during peak demand times. DR is treated as a crucial planning element alongside traditional supply-side resources.
Compliance with Resource Adequacy Norms - It assists power planners in aligning with dynamic, annually updated resource adequacy requirements mandated by the Ministry of Power. These requirements ensure that sufficient power supply is available at all times, even under high-demand scenarios.
Fully Indigenous & Transparent - Developed completely within India under the CEA’s supervision, STELLAR is designed to be user-friendly, adaptable, and transparent. It will be continually refined based on stakeholder feedback, ensuring it evolves with the power sector's needs.
Free Access for States and Discoms - In a move to ensure widespread adoption, the STELLAR Model will be distributed free of charge to all states and discoms. This democratizes access to advanced planning tools and fosters standardization and consistency in planning approaches across the country.
Collaborative Development - The tool has been built in collaboration with The Lantau Group (TLG) and the Asian Development Bank (ADB), under a technical assistance initiative. This global partnership has ensured that the model incorporates international best practices while being tailored to the Indian context.
