The inaugural edition of the Africa India Key Maritime Engagement (AIKEYME) has officially commenced in Dar-es-Salaam, Tanzania, marking a significant step toward strengthening maritime cooperation between India and several African nations. This large-scale, multilateral naval exercise underscores the growing strategic convergence between the Indian subcontinent and Africa in safeguarding and developing the Indian Ocean Region (IOR).

About AIKEYME

The Africa India Key Maritime Engagement (AIKEYME) is a major joint naval exercise involving multiple African countries and India, launched for the first time in April 2025. Co-hosted by India and Tanzania, the exercise is designed to foster regional maritime security, improve naval interoperability, and develop joint strategies to tackle shared challenges, including piracy, illegal fishing, trafficking, and other maritime threats.

Participating Nations

A total of 11 countries are taking part in the exercise:

  • India

  • Tanzania

  • Comoros

  • Djibouti

  • Eritrea

  • Kenya

  • Madagascar

  • Mauritius

  • Mozambique

  • Seychelles

  • South Africa

This broad participation reflects the shared concerns and collective interest in strengthening regional maritime governance.

Strategic Importance And Vision

AIKEYME is a key element of India’s evolving maritime outreach, aligning with:

  • SAGAR (Security and Growth for All in the Region) - A vision that emphasizes inclusive maritime collaboration for peace, stability, and sustainable development across the Indian Ocean.

  • MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) - An expanded initiative introduced by the Indian Prime Minister in March 2025, reinforcing the importance of mutual progress and security partnerships with African coastal states.

Indian Naval Contributions

India has deployed a strong naval presence for the exercise, including:

  • INS Chennai – A modern guided-missile destroyer

  • INS Kesari – A landing ship tank capable of amphibious operations

  • INS Sunayna – A patrol vessel also engaged in the broader Indian Ocean Ship (IOS) SAGAR mission

INS Sunayna, as part of the IOS SAGAR initiative, is conducting joint surveillance missions and making goodwill port visits in multiple countries, including Tanzania, Mozambique, Mauritius, Seychelles, and the Maldives.

Structure And Duration Of Exercise

The first AIKEYME is scheduled from April 13 to 18, 2025, and is divided into two key phases:

  • Harbour Phase Involving professional exchanges, cross-deck visits, planning conferences, and cultural programs to build camaraderie among the participating navies.

  • Sea Phase – Focused on practical maritime operations, including search-and-rescue drills, anti-piracy maneuvers, maritime interdiction, and communication exercises at sea.

Broader Implications

AIKEYME represents a milestone in South-South maritime cooperation, reinforcing India’s commitment to regional peace and security in the Indian Ocean. It also showcases the increasing importance of Africa-India naval partnerships in addressing maritime security, humanitarian assistance, and disaster response efforts.
