A recent report from a Parliamentary Standing Committee has urged the Union Ministry of Education to promptly disburse more than Rupees 4,000 crore in pending funds under the Samagra Shiksha Abhiyan (SSA) to states like Tamil Nadu, Kerala, and West Bengal. These funds have been delayed due to the states not entering into a Memorandum of Understanding (MoU) under the PM SHRI initiative. The panel emphasized that SSA, being older and fundamental to the enforcement of the Right to Education (RTE) Act, should not be linked to the PM SHRI agreement.
About PM SHRI Scheme
PM SHRI (Prime Minister Schools for Rising India) is a flagship scheme launched as part of the National Education Policy (NEP) 2020.
It aims to create 14,500 model schools across the country with the following key objectives:
Promote holistic and experiential learning.
Foster 21st-century skills among students.
Establish sustainable and environment-friendly infrastructure like green buildings, rainwater harvesting, and waste management systems.
Shift from rote-based learning to competency-based assessments.
Major Features of PM SHRI Schools:
Modernized infrastructure with laboratories, libraries, and art rooms.
Smart classrooms and integration of digital learning.
Play and activity-based teaching methods in early education.
A School Quality Assessment Framework (SQAF) to maintain high academic and infrastructural standards.
Schools will be selected via a performance-based “Challenge Mode”.
The scheme is backed by a total allocation of Rupees 27,360 crore (Rupees 18,128 crore as the Centre's share) for the period 2022-23 to 2026-27.
