Tamil Nadu Chief Minister MK Stalin raised a resolution in the State Assembly on Thursday opposing the University Grants Commission's (UGC) new draft guidelines for the appointment of Vice-Chancellors. CM Stalin stated that these rules should be revoked, calling them an attack on federalism and detrimental to Tamil Nadu's higher education system.
Stalin also criticized the imposition of the New Education Policy (NEP), asserting that it aims to disrupt the education system. He further highlighted the tragic death of Anitha, which he attributed to the NEET exam, describing it as plagued with malpractice.
The UGC's new draft guidelines propose that candidates for faculty positions in higher education can qualify by passing the UGC-NET in a subject of their choice, even if their undergraduate and postgraduate degrees are in different disciplines. These changes, announced by Education Minister Dharmendra Pradhan on Monday, also include revisions to the vice-chancellor selection process. The eligibility criteria for vice-chancellor candidates have been broadened to include professionals from fields such as academia, research, public policy, public administration, and industry. Under the new rules, the subject of a candidate’s PhD will take precedence over the disciplines studied during their undergraduate and postgraduate education.
Earlier this week, Kerala’s Higher Education Minister R Bindu expressed similar concerns, stating that the guidelines go against the federal structure of the country. She accused the Bharatiya Janata Party of pushing a centralizing agenda aimed at "saffronizing, over-centralizing, and communalizing" the education sector. R Bindu criticized the UGC’s increasing interference in higher education through stringent regulations, noting that industrialists could now potentially serve as vice-chancellors, which she deemed unacceptable.
