Kerala's Motor Vehicle Department (MVD) has introduced the Citizen Sentinel mobile application, which will allow residents to actively contribute in ensuring road safety. The software enables users to report traffic offenses in real time by taking images or videos of the infractions and uploading them for examination by enforcement agents.

  • Kerala's Motor Vehicle Department (MVD) developed the Citizen Sentinel mobile application, which allows users to report traffic offenses in real time.

  • The app was launched on October 18, 2024, and allows users to take and post photographs or videos of traffic violations.

State-Wise Adoption

  • Kerala is India's third state to install the mParivahan Citizen Sentinel app, after Chhattisgarh and Odisha.

  • The software, created by the National Informatics Centre (NIC), contains new features such as the ability to upload photographs and movies from mobile phone galleries.

Accessibility

  • The NextGen mParivahan app is available for download from both the App Store and Google Play.

Functionality & Features: Reporting Mechanism

  • Citizens can report live traffic offenses by uploading proof through the mParivahan app's 'Citizen Sentinel' feature.

  • The MVD will verify the reports and take appropriate legal action, such as fines and car confiscation.

Evidence Collection

  • The software uses GPS data to offer the precise place and time of incidents, ensuring that reporters' identities stay private.

Ministerial Launch

  • Transport Minister K.B. Ganesh Kumar displayed the app by reporting a vehicle parked in a no-parking zone, showcasing its capabilities.

Strengthening Enforcement

The app promises to improve traffic rule enforcement by addressing real-time infractions, such as-

  • Speeding

  • Illegal overtaking.

  • Drunk driving

  • Triple riding on bikes.

  • Lane infractions

  • Not wearing seatbelts

Deterrence Factor

The app's existence tries to discourage drivers from breaking traffic laws by eliminating the predictability of enforcement checks, such as those done by CCTV cameras.

Future Developments: Ongoing Trials And Features

  • The software is presently in the experimental phase, with ambitions to add further features like the ability to submit photographs from phone galleries.

  • Minister Ganesh Kumar stated that the final version of the app is expected to be released in a few months.

Complaint Processing

  • Complaints submitted by citizens would be routed to relevant Regional Transport Officers (RTOs) via a server in Delhi.

  • Enforcement authorities must verify the complaints and take action within a certain timeframe.

Community Feedback

  • Local authorities, including Kochi Mayor M Anilkumar and MLA Uma Thomas, applauded the initiative and asked the MVD to establish adequate storage places for vehicles impounded for traffic offenses in order to avoid congestion and safety issues.

  • The launch event was attended by several NIC and MVD officials, as well as local legislators, demonstrating community and governmental support for the effort.
