The Sanchar Saathi Initiative was launched by the Department of Telecommunication (DoT) and the Union Ministry of Home Affairs in a concerted attempt to tackle the growing issue of fake SMS. This project seeks to address the rise of fraudulent messages aimed at naïve mobile users. Notably, the government detected and restricted eight SMS headers typically used by fraudsters.
DoT's Vigorous Action
Over the last three months, DoT has intercepted over 10,000 fake mails sent from eight different entities. To combat these malicious actions, the DoT has taken swift action, blacklisting 73 SMS headers and 1522 SMS content templates associated with these businesses.
Limitations On Telemarketing
Mobile numbers are expressly prohibited from being used for telemarketing purposes under current legislation. The DoT has allocated particular prefixes, 180 and 140, for legal telemarketing efforts. Any misuse of consumer numbers for telemarketing may result in immediate disconnection at the first complaint. Furthermore, violators risk being banned by the Department of Transportation for two years.

The Sanchar Saathi Initiative, announced by Union Communication Minister Ashwini Vaishnaw in May 2023, aims to empower mobile customers, improve awareness of government activities, and strengthen security procedures. Notable modules include-
Chakshu Facility to Report Fraudulent Communications
Citizens can use the Chakshu module to report questionable calls or messages, including cybercrime, financial fraud, phony lottery scams, and fraudulent job offers.
Centralized Equipment Identity Register (CEIR)
Mobile customers can report missing or stolen handsets by entering their 15-digit IMEI number into CEIR. Once authenticated, the technology prevents these devices from accessing Indian networks, reducing illicit use.
ASTR for SIM Subscriber Verification
To counteract the use of fraudulent documents to gain mobile connections, ASTR, an AI-based solution, has been implemented. This program identifies SIMs obtained through fraudulent means, improving verification processes and reducing illegal activity related with mobile connections.
