In order to simplify and streamline the process of students transitioning from one school to another, the state's School Education Department has made the use of Permanent Education Numbers (PENs) mandatory beginning with the academic year 2024-25. The Union Ministry of Education assigns a unique identity number to each student via the UDISE+ (Unified District Information System for Education Plus) system, that covers over 14.89 lakh schools, 95 lakh teachers, and 26.5 crore students.
Smoothing The Transition Process
According to S. Suresh Kumar, Commissioner of Andhra Pradesh School Education, the implementation of PEN would facilitate and streamline the process for students transitioning from one school to another in the next academic year.
He emphasized that when students changed schools, particularly in Classes 2, 5, 7, or 8, the transition was often difficult because headmasters insisted on documents such as record sheets, transfer certificates, caste, birth, and other certificates, causing hardships for parents and delays in the migration process. Some children dropped out of school during the process.
Digitized Data Transfer And Alerts, As Well As Data Mapping
The Commissioner explained that the District Education Officers (DEOs) had been ordered to map students to the school they intended to transfer to, and that their mapped data would be automatically transferred to the new school from the state headquarters.
SMS Alerts And Welcome Message
In the new system, when a student transfers to their preferred school, an SMS alert or welcome message is sent to their parents, guaranteeing a seamless and informed transition.
Digitized Documents And Digilocker Accounts
Because all documents are being digitized when admitting pupils to Class 1, just the child ID (Aadhaar) and PEN will be required later. Officials have also been asked to open Digilocker accounts for every student, beginning with Class 1, to further streamline the process.
Timelines And Deadlines
The Commissioner has set an April 23 deadline for DEOs to complete the work of transitioning students to new schools. Furthermore, the government has established a timeline for officials to process petitions from private unaided schools seeking recognition or renewal of their institutions.
Mandal Education Officers and Deputy Education Officers have been asked to clear the applications within 30 days of receipt, while Assistant Directors in the DEOs' office, DEOs, and Regional Directors of Schools will each have seven days to clear the applications.
The School Education Department hopes that by implementing PEN and streamlining operations, it would provide a smooth and efficient transfer for students, minimize problems for parents, and reduce the likelihood of dropout.
