Description
The Assam government suggested merging the state boards of Class 10 and 12 into a single institution to administer secondary education on On February 7.
The state government introduced the Assam State School Education Board Bill, 2024 in the Assembly to establish a new body to oversee the state's education system up to Class 12.
According to the law, the Board of Secondary Education, Assam (SEBA) and the Assam Higher Secondary Education Council (AHSEC) will merge to become the Assam State School Education Board (ASSEB).
The bill has been brought to "regulate, supervise and develop Secondary Education in the state of Assam by merging the existing Board of Secondary Education, Assam, and Assam Higher Secondary Education Council", the preamble of the legislation stated.
The ASSEB will be led by a chairman appointed by the government. An individual vice chairman will oversee each division under the chairman and will be selected by the government.
The new board will consist of 21 members, each with a three-year term that can be renewed for an equal time.
"The objective is to introduce the Assam State School Education Board Bill, 2024 to develop, regulate and supervise the standards and quality in school education in the state of Assam," Education Minister Ranoj Pegu said in the Statement of Object and Reasons of the Bill.
The merger decision was made at a state cabinet meeting in November of last year, presided over by Chief Minister Himanta Biswa Sarma.
Notably, the SEBA administers the Class 10 board exam, whilst the AHSEC oversees the Class 12 examinations.
The move comes after SEBA leaked at least two question papers from the Class 10 board examinations in 2023. The general science and Assamese papers leaked in March of last year.
This compelled the SEBA and the government to reschedule general science exams, as well as all Modern Indian Languages (MIL) disciplines, including Assamese and English (IL).
