The Manipur Cabinet has approved the establishment of the Manipur State Beverages Corporation Limited (MSBCL), effectively ending a 30-year restriction. This judgment makes the manufacturing, sale, and use of alcohol legal in some areas of the state.

The MSBCL will be run by a board of directors comprised of senior secretaries from sectors such as finance, home affairs, health, education, rural development, and municipal governance, reporting to the finance minister. Local Liquor Standardization And Licensing
The MSBCL will be in charge of standardizing and licensing for the manufacturing and distribution of indigenous liquor, also known as Distilled Indigenous Country (DIC) liquor. This emphasis on quality control and legal compliance is intended to give consumers a safe and regulated option.
New Age Limit And Strict Guidelines
The Cabinet has raised the minimum age for the manufacturing, management of stores, sale, and use of alcohol from 18 to 25 years. Strict regulations restrict the sale and use of alcoholic beverages within a 100-meter radius of educational institutions, hospitals, and places of worship.
Exemptions And Specific Restrictions
Except in municipally governed regions, alcohol sales are prohibited within 500 meters of National Highways. The restriction was withdrawn from Greater Imphal, District Headquarters, tourist areas, and registered hotels with at least 20 rooms on December 6. Manipur was declared a 'dry state' in 1991, with exception for Scheduled Caste (SC) and Scheduled Tribe (ST) populations for traditional liquor brewing.
Addressing Health Concerns And Revenue Projections
The decision to repeal the prohibition is intended to address health issues raised by unregulated booze while also estimating an annual revenue of more than Rupees 600 crore from regulated sales. However, organizations such as the Coalition Against Drugs and Alcohol (CADA) have expressed concerns, forcing Chief Minister N Biren Singh to appoint an expert committee to thoroughly investigate the subject.
