The Gujarat state government launched the Gyan Sahayak Scheme in July, with the goal of filling teacher vacancies in government schools through contractual employment. However, the scheme has been met with strong criticism from a variety of sources, including student groups, political parties, and teachers' unions.

A Temporary Solution to Teacher Vacancies

  • The scheme, introduced in July by the Education Department, seeks to appoint Gyan Sahayaks on a contractual basis to temporarily cover teaching vacancies.

  • The major goal is to ensure that the educational process is not hampered by teacher shortages.

  • The appointments are temporary and contractual, and they serve as a stopgap until normal teacher appointments are finalized.

National Education Policy as a Base

  • The National Education Policy (NEP) 2020 is cited in the Government Resolution (GR) released on July 10 as the foundation for implementing the Gyan Sahayak Scheme.

  • Students' communication, critical thinking, creative thinking, and problem-solving skills are prioritized in NEP 2020.

  • Beyond academic subject knowledge, the curriculum strives to provide instructors with transdisciplinary and multidisciplinary abilities.

  • Teachers are expected to be competent to teach a variety of courses, such as computer science, vocational education, arts, music, painting, and sports.

Government and Grant-in-Aid Schools Only

  • The Gyan Sahayak Scheme applies to government and grant-in-aid schools, with a special emphasis on Mission Schools of Excellence.

  • The government has stated that it intends to hire 15,000 Gyan Sahayaks for primary schools and 11,500 for intermediate and higher secondary institutions.

  • Gyan Sahayaks' monthly salary vary according to school level: Rs 21,000 for primary school, Rs 24,000 for secondary school, and Rs 26,000 for higher secondary school.

  • Candidates can apply online for their favorite schools, and the state Education Department will issue a school-by-school list of Gyan Sahayaks based on merit and preference.

Vacancies for Teachers in Gujarat

  • Gujarat is expected to have 32,000 teacher vacancies, with 20,000 in elementary schools and 12,000 in senior schools.

  • Some secondary schools currently rely on Pravasi teachers to bridge the gap, a similar system established in 2015.

  • The Pravasi Shikshaks, who were employed for temporary teaching positions, will be replaced by the Gyan Sahayaks.

  • The most recent regular teacher appointments at these schools were made in the run-up to last year's state assembly elections and in January 2021.

Criteria for Eligibility and Selection

  • Candidates must have passed the Gujarat Examination Board's Teachers Eligibility Test (TET)-2 to become a Gyan Sahayak in a primary school.

  • Candidates for secondary and higher secondary Gyan Sahayaks must have passed the Teacher Aptitude Test (TAT).

  • Candidates who passed TET-2 more than five years before the launch of the Gyan Sahayak Scheme are ineligible.

  • Primary and secondary school teachers must be under 40 years old, while higher secondary school instructors must be under 42 years old.

  • Based on TET-2 results, the Gujarat Examination Board will create a merit list, and school-specific lists will be given to School Management Committees (SMCs) via district education officers.

Appointment Terms, Salary, Age, and Contract Period

  • Gyan Sahayaks are appointed for an 11-month period, with automatic termination upon completion.

  • Such contracts can be made by School Management Committees.

  • The execution of the work will be evaluated at the conclusion of the contract period, with the potential of a new contract.

  • Every year, the Samagra Shiksha office in Gandhinagar advertises and invites applications for empty teaching posts in schools.

Protests and Dissent

  • Since the introduction of contractual appointments, several groups have denounced the system, including opposition parties, teachers, candidates awaiting permanent appointments, and student organizations like as the ABVP.

  • Concerns have been expressed about the impact of contractual teachers on educational quality and their dedication to students' learning.

Comparison with the Pravasi Shikshak Scheme

  • According to the GR released in July 2023, all resolutions pertaining to the Pravasi Shikshak Scheme would be annulled with the implementation of the Gyan Sahayak Scheme.

  • While the two programs have certain parallels, the Gyan Sahayak Scheme has a more rigorous hiring process with precise eligibility criteria and some differences in remuneration.

Dealing with Teacher Shortages in Gujarat

  • In 2015, a "honorarium scheme" was implemented in response to teacher shortages and delayed regular appointments.

  • Since its start, this plan has invited visiting faculties to schools and has been expanded on a yearly basis.

  • Primary teachers are paid Rs 50 per period, whereas secondary and higher secondary teachers are paid Rs 75 and Rs 90 per period, respectively. The number of periods taught every day is limited.
