Description

Iran and Afghanistan have been in conflict for a long time over the sharing of water resources from the Helmand River. Recent occurrences, such as border battles between Iranian and Taliban forces, have heightened tensions between the two countries.

The Importance Of The Helmand River

The Helmand River is an important source of water for both Afghanistan and Iran, sustaining agriculture, livelihoods, and ecosystems in the region. The river travels for approximately 1,150 kilometers (715 miles) until draining into Lake Hamun, which spans the Afghanistan-Iran border near Kabul in the Hindu Kush mountain range.

Lake Hamun's Difficulties

Unfortunately, Lake Hamun, Iran's largest freshwater lake, has suffered greatly over time. Drought and the impact of dams and water controls on the lake have led it to dry up, resulting in significant environmental and economic consequences for the region. 

Disagreements And The Helmand River Treaty

Iran and Afghanistan signed the Helmand River Treaty in 1973 to govern river water allocation. The deal, however, was not fully executed, resulting in continuous conflicts and tensions. Iran has accused Afghanistan of abusing its water rights, arguing that it receives far less water than the treaty stipulates. In Afghanistan, however, diminished river water flows are attributed to climate reasons such as decreased rainfall.

Relations Between Tehran And The Taliban

Iran has a complicated connection with the Taliban. While Tehran had built cordial relations with the Taliban prior to their capture of Kabul in 2021, border incidents have hindered their interactions. The Taliban's refusal to honor water-rights agreements has heightened tensions. Closer collaboration and information exchange between authorities and experts from both countries is required for a long-term resolution of the water problem.
